In this step, we're going to permute the last layer in the same manner we oriented it.
First is pairing up all the edge cubies to reduce the last layer to the 3x3 equivalent. This is done using an edge swap algorithm and the U plus H perms adapted to only affect the middle edge cubies. After all the edges have been paired up, solve the last layer using standard PLL.
